Why Did My Freight Get Reclassified?

Your quote said one thing and your invoice said another. Here's what carriers actually check, the real reasons this happens, and how to see it coming before you book — not after.

The short answer: what actually happened

A reclassification means the carrier determined a different freight class applies than the one you declared on the bill of lading (BOL). A reweigh means the carrier's scale showed a different weight than what you declared. Carriers can reach that determination a few different ways — verifying your shipment's actual dimensions and weight against what was declared, a physical inspection at the terminal, or applying a classification rule (like a mixed-commodity default) that the original declaration didn't account for. Either a reclassification or a reweigh triggers a rate adjustment — usually higher, occasionally lower — because what the carrier determined didn't match what was written down before pickup.

What carriers actually discover during inspection

Many LTL carriers use a dimensioner — a scanner, often mounted overhead or paired with a shrink-wrap station, that measures a pallet's length, width, and height in a few seconds and pairs that with a certified floor or forklift scale reading for weight. Together they produce a measured density that gets compared against what was declared on the BOL.

This isn't necessarily a spot-check reserved for a handful of "suspicious" shipments. One carrier's own published explanation of its dimensioning process describes the scan as a routine part of dock handling, typically taking about five seconds per shipment, with both the scanner and scale independently certified for billing accuracy.[1] That's carrier-reported information about how that carrier's own equipment works — not an NMFTA standard or an industry-wide guarantee that every carrier inspects every shipment the same way. But it illustrates that where this technology is in place, a declared-vs-actual mismatch is genuinely likely to be caught, quickly and with a photographic record.

Worth knowing: dimensioner readings are often captured alongside a photo of the shipment at time of measurement. That photo record is also what carriers point to if you dispute a reclassification — which cuts both ways: it protects you if your freight was measured incorrectly, and it's hard to argue with if it wasn't.

Common causes of freight reclassification

1. Measurement mistakes

  • Excluding the pallet itself from the height measurement. A standard pallet adds several inches to total height. If you measured only the goods stacked on top, your declared height is wrong before you've even accounted for anything else.
  • Not measuring the complete tendered handling unit. The measurement needs to cover the pallet, the product, and all packaging exactly as it will be shipped — not just the product's own spec-sheet dimensions. A partial measurement is one of the most common gaps between what's declared and what a carrier determines.
  • Leaving out overhang. If any part of the load extends past the pallet's edge — a protruding bracket, a crate corner, a strap buckle — the outermost point is what counts, not the pallet footprint. If your declared dimensions used the footprint, they're too small.
  • Not measuring after wrapping and packaging. Stretch wrap, corner boards, and banding all add real dimension. Measure the shipment as it will actually be tendered, not the bare product.

2. Density and class miscalculation

Even with correct measurements, the class calculation itself can be wrong. NMFTA has specifically called out "straight dimensioning" — calculating length × width × height without accounting for the freight's actual shape, void fill, or packaging style — as a common source of shipper error that leads to reclassification.[2] An irregular or stackable-contour item measured as if it were a clean rectangular box will produce a density number that doesn't match what the carrier's scanner sees.

3. Weight discrepancies

Estimated weight is one of the most common declared-vs-actual mismatches carriers report. This includes forgetting to include pallet and packaging weight (only the product weight was estimated), rounding aggressively, or working from a spec sheet weight that doesn't match the actual shipped configuration. Density is a function of weight, so a wrong weight produces a wrong class even when every dimension is measured perfectly.

4. Packaging and stowability issues

Freight class isn't only about density — the NMFC also weighs handling, stowability, and liability. A shipment that's loose, unwrapped, on a damaged pallet, or lacking a stable load-bearing surface for stacking can be reclassified based on how it can safely be handled and stowed in a trailer, independent of its measured density. This is a genuinely separate failure mode from a measurement error — the numbers can be exactly right and the shipment can still get flagged for how it's packaged.

5. Mixed commodities on one pallet

If a single pallet or handling unit contains multiple different commodities at different freight classes and they aren't itemized on the bill of lading, NMFC Rule 640 has the carrier classify the entire handling unit at the highest (least favorable) class of any item on it — if the pallet has six items that would individually be classes 50 through 300, the whole pallet is treated as class 300.[3] Itemizing each commodity separately on the BOL avoids this. 6. Protrusions and irregular shapes

Related to overhang but worth calling out on its own: machinery with protruding components, round items on a square pallet, or anything that isn't a flat-sided box needs to be measured to its outermost point in every direction, not its "typical" footprint. A drum that's wider than the pallet it sits on is measured at the drum's widest diameter, not the pallet's edge — and a carrier's dimensioner will do exactly that automatically.

What to verify before pickup

In roughly the order it matters:

  1. Total height, measured from the ground — including the pallet, not just the goods on top.
  2. Total length and width, measured to the outermost point of any overhang or protrusion.
  3. Total weight, including pallet and all packaging — actual scale weight, not an estimate.
  4. Whether the shipment is a single commodity or a mix of items on one pallet, and whether each needs to be separately declared.
  5. Whether the freight is properly wrapped, banded, and has a stable surface if it will be stacked.
  6. Whether the calculated density actually matches the class you're about to declare on the BOL.

What's actually true vs. commonly repeated claims

Verified, from NMFTA: straight-dimensioning without accounting for shape or packaging is a named, common cause of reclassification.[2] Under Rule 640, a pallet of mixed, non-itemized commodities is classified at the highest class present among them.[3]

From carrier/industry reporting, not NMFTA: at least one major LTL carrier has published its own explanation of dimensioning as a routine, five-second scan integrated into normal dock handling, not an occasional spot-check.[1] This describes how that carrier's own equipment works, not an NMFTA standard or a universal claim about every carrier.
