Why Can Two Pallets Have Different Freight Classes?

A shipment with two pallets doesn't always get one freight class. Here's why that's normal, and how to tell when it's happening to yours.

The short answer

Yes. A single LTL shipment can have more than one estimated freight class, and it's not an error when it does. Density-based classification is calculated per handling unit, not per shipment — so two pallets on the same bill of lading can come out at genuinely different classes if their densities are different. NMFC guidance is specific about this: unless the shipping papers show only a combined weight for everything tendered, density gets calculated on each handling unit separately, not blended into one shipment-wide number.

What a "handling unit" actually means

A handling unit is whatever the carrier physically picks up and sets down as one piece — a pallet, a skid, a crate, a drum. A shipment is everything moving together under one bill of lading, which might be one handling unit or several. The distinction matters because freight classification math happens at the handling-unit level first. A question like "what class is this shipment" is often really a question about a shipment that has more than one handling unit in it, each with its own answer.

Why density can differ from pallet to pallet

Density is weight divided by space. Nothing requires the pallets on one shipment to be built the same way, so nothing requires them to have the same density. A pallet of steel brackets and a pallet of empty boxes can go out on the same truck, to the same address, on the same day, and have almost nothing in common dimensionally. One is heavy for its footprint. The other is bulky for its weight. Their freight classes reflect that, independently.

A real example

Take a shipment with two handling units:

  • Handling unit 1: 48×40×40 in, 900 lb — that's 44.4 cubic feet, or about 20.25 lb/ft³. On the current density scale, that lands in Class 70.
  • Handling unit 2: 48×40×80 in, 300 lb — 88.9 cubic feet, or about 3.38 lb/ft³. That's Class 250.

Both numbers are correct. They're also nothing alike, because the two pallets aren't alike — unit 2 is twice the height of unit 1 for a third of the weight.

Why averaging the shipment can hide the difference

Add the two units together and you get 1,200 lb across 133.3 cubic feet — a blended density of exactly 9.00 lb/ft³, which sits in the Class 100 bracket. That number is real, and current NMFC guidance does allow total weight and total cube to be used when the shipping papers show only a combined weight for everything tendered — but in this example, both handling units' individual weights are known, so the per-unit calculation is what applies, not the blended one. Class 100 doesn't describe either pallet on its own; it describes a hypothetical third pallet that doesn't exist. Treating it as the shipment's classification obscures the real difference between the two handling units — one dense and compact, one light and bulky — and that difference is exactly what a carrier evaluating the shipment separately would see. When units get evaluated individually — and when they don't

The rule that actually governs this is NMFC Item 110, Section 8(d). In plain terms: when a shipment has multiple handling units, density is calculated per unit by default. The one exception is practical, not a shortcut — if the shipping papers genuinely only record one combined weight for everything tendered, there's no way to separate the units after the fact, so density has to be calculated from the total weight and total cube instead. That's a limitation of what was written down on the bill of lading, not a different classification method. It's also worth keeping this separate from a different rule people sometimes confuse it with: Rule 640 covers what happens when different commodities are combined on one single pallet and aren't itemized on the bill of lading — in that case the carrier classifies the entire handling unit at the highest (least favorable) class of any item on it. That's a different scenario from separate pallets across one shipment, which is what this article is about. NMFTA considered a proposed amendment to Rule 640 in early 2026 (Docket 2026-1), but the Freight Classification Development Council did not adopt it, so this remains the current, standing provision. Either way, the underlying distinction holds: mixed commodities on one skid and mixed classes across multiple skids are different situations, governed by different provisions.

Why the NMFC item still matters

Density gets you an estimate, not a classification. The applicable NMFC item is what actually determines whether density even applies, and if it does, which bracket you're reading it against. Most general commodities today are density-rated, which is why a density calculation gets you close for most shipments — but some items carry handling, stowability, or liability provisions that override density, and those don't show up in a tape measure and a scale.

What this means preparing a quote

If your shipment has more than one handling unit, don't hand a broker one blended weight-and-cube figure and expect one class back. Measure and weigh each unit, note each one's class estimate, and expect the freight bill to reflect that — not a single averaged number. Brokers and carriers who classify correctly will already be doing this on their end; showing up with the same numbers just means nothing gets revised after pickup.

Before you quote a multi-pallet shipment

  • Measure the greatest length, width, and height of each handling unit separately, including any overhang.
  • Weigh each handling unit on its own — not the shipment total, unless that's genuinely all you have.
  • Include the pallet or crate itself in both the dimensions and the weight.
  • Record the quantity of each handling unit type, not just a shipment total.
  • Note anything unusual — odd shapes, protrusions, stacking restrictions — per unit, since it can apply to one pallet and not another.
  • If you know or suspect a specific NMFC item applies, check that item rather than assuming density alone decides it.
  • Don't assume every pallet on the shipment shares one class just because they're going to the same place.

Frequently asked questions

Can one LTL shipment have multiple freight classes?

Yes. Each handling unit's density-based estimate is calculated separately by default, so a multi-pallet shipment can have as many different estimated classes as it has handling units with different densities.

Does every pallet need its own freight class?

Every pallet gets its own density calculation unless the shipping papers only provide one combined weight for the whole shipment. Whether that produces a different class from the pallet next to it depends entirely on whether the densities actually differ.

Should I average the freight class of multiple pallets?

No. Averaging densities and then finding the class for that average produces a number that doesn't describe any of the individual pallets. It can be useful as background context, but it shouldn't be presented as the shipment's classification.

What if every pallet contains the same product?

If the pallets are genuinely built the same way — same dimensions, proportionally the same weight — their densities and estimated classes will typically come out the same too. Same product doesn't guarantee same density if the pallets are packed differently.

What if the pallets have different weights but the same dimensions?

Then their densities differ, and their estimated classes can differ, because density is weight divided by volume — change one side of that equation and the result moves.

What if the pallets have different dimensions but weigh the same?

Same answer, same reason. A taller or wider pallet at the same weight is less dense, which pushes its estimated class up, not down.
